Questions about Flow user licenses & monthly runs

I've read through the pricing options, as well as the FAQs and support documentation, and I can't seem to get a clear answer for the following:

Use Case: We are trying to build two Flows using a Salesforce connector:

Flow 1 (still trying to successfully build this) -- Triggers upon item creation in a library, calls out to an API to send info to Salesforce
Flow 2 (successfully built and run in test tenant) -- A scheduled Salesforce connection to check for edits on connected objects, then updating related SharePoint item's metadata

Questions:

Assuming Flow 1 works, how many users need to have F2 licenses? All users in my tenant? Just the users who upload items to that specific library? Only the user who builds and publishes the Flow?
If we only did Flow 2 and NOT Flow 1 (so nothing is triggered by a user action, just a scheduled Flow), same question -- how many users would need F2 licenses?
What is a "run" considered? Is it every time Flow 1 triggers and Flow 2's scheduled job triggers? Would both of those Flows be added up to our total monthly run allowance? (15,000 runs w/ F2)

**Bonus points for any additional clarification of User licenses or Runs beyond what Microsoft says**

Regarding Flow #1 - Yes, any user who will be triggering the Flow which in this case would be anyone that is uploading a document to a library, would need an F1 or F2 license.

For Flow #2 - Only the person who is configuring the scheduled Flow needs an F2 license.

Yes a "Run" is every time that your Flow is triggered. Both of those Flow's would count to your monthly allowance

@aprildunnam -- Your answer makes sense to me, but do you mind if I ask how you've confirmed this?

We just successfully got Flow #1 (using Salesforce connector) working, and had a user with only Office 365 Flow upload and edit files in that library, both triggering Flow #1 to run. We have one administrative user who has an F2 license, which is the account we'll be using to set up and publish these flows. Everyone else (at this point) only has an Office 365 Flow license.

Thanks in advance for any additional color you can give here. We're trying to make some business decisions on this and one user vs. 15 users represents a pretty big price difference. 🙂

I suppose I should ask some clarifying questions instead of making assumptions. When you said Flow #1 was calling an API I took that to mean you were using an HTTP Request Action in your Flow to call an API which was recently changed to be a premium feature. Now if your users are invoking the Flow through SharePoint or PowerApps then they don't actually need a F1 or F2 license. The standard license will work. I encourage you to check out this awesome blog post that Jussi Roine put together. This is what I'm basing my assumptions on because in my humble opinion it's the single best and most comprehensive resource for Flow & PowerApps licensing:

@aprildunnam - Thanks for the additional clarification. That's exactly what's happening -- everything in Flow #1 will be triggered via an upload or edit to a file in a SharePoint library.

Also thanks for the link -- this had really helpful information for us as we continue to explore Flow for other business needs.
