Powerapps Pipelines - Is this possible?

I am in early stages of wanting to test pipelines.

I have a few problems with what tenants i have access to with proper licensing to do this tho.

I have our companies main tenant. It got all the proper licensing and storage needed. However our IT administration do not want us developing/testing in this enviroment since it poses allot of risk since we build solutions for other customers that effect groups, users etc. I can understand this since I do test things that could effect many groups at once as one example.

I really want to find an easier way of deploying one or several solutions to many customers in one go, for example upgrading an existing solution to a new version or launching a new solution.

This is what i think (now) i could use pipelines for.

But since pipelines need several enviroments and each enviroment need 1GB of storage to be dedicated and an unlicensed enviroment does come with more than the default enviroment i want to create a cooperation between two tenants.

Tenant 1 = Main tenant with proper licensing and lots of storage

Tenant 2 = A default tenant with just one enviroment (default) and no more than basic E3/E5/A3/A5 licensing.

Is this a working scenario to use pipelines for?

1. Pipelines hub for all settings.

2. A development enviroment in our main tenant with licensing etc.

3. Push things to another tenant for testing and evaluation, this is a tenant with just the default enviroment.

4. Push things from testing to a production enviroment with solutions that are to go out to customers when testing and development is done, this is then back to tenant 1 (our main tenant).

5. From production we push finished solutions to customers default tenants (or another enviroment if some customers prefers this)

Customers tenants = random licensing depending on what solutions they are need.

Would this be possible?

Is this a plan that you understand?
