Sending response to User based on Message Header

We receive emails from an external vendor (x@y.com), and they cannot modify the from address to appear as if the message originated from within our organization(x@ourorg.com). To avoid users deleting the email (which is personalized for each user), contacting help desk, and/or reporting the email using our 'Report Phish' button, is there a way to forward the message via a mail flow with the Exchange Admin Center to our Admin mailbox and then a Power Automate rule sends the email to the intended user or if I create my own email, capturing the recipient's first and last name from the message header, to send to that individual?
