questions are:

1. Is power apps for office365 also a premium liscence ?

2. Do all employee need to have premium liscences in order to access the app, Or is it enough that just one user have it ?

    A standard E3 licence will allow Power Apps with a data source of SharePoint (much preferred) or Excel.

    In power apps pro liscence, do all employee have to need a premium liscence for accessing the app ?

    A premium license gives access to premium connectors and data sources. You can purchase premium licenses for 1 or more employees. There is no requirement for all employees to have a premium license. In the case where not all employees have premium licenses, those without will not be able to access the premium data sources.

    A user without a premium license can access the app and be able to edit it. However, they won't be able to run the published app without the premium license.

    Any user that runs an app that contains a premium connector needs a premium licnese.

    The use case scenario is that within an company, an app builder may build an app for someone else. For example, an app builder who works in an IT department who is building an app for a different department. The app builder doesn't need to run or use the app when it is deployed. This is the scenario where the app builder doesn't need a pro license.
