Power Query Refresh not working

I have an excel document using power query. I have a power automate flow that is supposed to refresh all and then email me the resulting workbook.

I accomplished this by making an excel script that refreshes all and then using power automate to run that script.

When the the flow actually runs, though, the workbook was not actually refreshed, despite indicating that each section ran successfully. Is there something else I should do?

I'm happy to switch to Power BI if that's the best bet, but this seems like this should work, so I'm not sure why it's not.
