Configure Run After

I have a very quick question. When using the "configure run after" function does that function apply only to the previous action or any previous action in the flow? The reason I ask is because I have a flow setup which has a lot of action and one type in particular tends to fail for odd reasons (copy file) so I've added a "configure run after - has failed" to the next step after copy file. However, it seems that on a recent run, the configure run after - has failed  applied itself to an action 2 or 3 steps above. Is that how it works or should it only apply to the previous action? I hope this makes sense!

    it should only apply to the previous action. However if you did put the actions in a scope and the run after action outside of this scope it will be applied on all the actions inside the scope.

    Thank you for your reply. Excuse my lack of knowledge as I'm really just getting started with Power Automate, but when you say "Scope" do you mean like a group of actions such as a Yes/No group of a Condition? 
     
    I've pasted a screenshot of the part of the flow where things went wrong. The "Configure run after - has failed" is applied to the step after "Copy file" at the bottom of the image, but in the latest run, the user entered an email address which was incorrect so the "Send an email (V2)" action failed and that seems to be what was picked up by the "Configure run after - has failed" instead of just failing the run altogether.

    Hey Don't worry. 
     
    Here is a picture:
     
    The green compose would start if the action just in front would fail (compose). 
    The red compose would start if any action inside the scope group would fail (Compose or compose 2). 
    The same happens as you said in condition groups or apply to each ,... everything where the actions are grouped.
