Convert a file in SharePoint

Hi.  I would like to be able to convert a file in SharePoint from a txt.htm file into an xlsx or CSV file in order for it to be picked up by a  Power BI report.  

 

This should be an automated flow when the file arrives in a given SP folder.

 

Any ideas?
