I am not able to append HTML content as a body and view it as a template in teams/outlook in Approval action in automated cloud flow. I have also attached the screenshot that what it looks like when I receive approval in teams/outlook.
It should look like this.
Adding HTML to an approval is not currently possible using the 'Power Platform Approvals' (to my knowledge). I would suggest adding the HTML (as a page/html file) as an attachment to the approval. Or I'd suggest sending out an email and using a different (custom built) approval mechanism instead.
