Power Automate Merge 2 Tables into One and create HTML

Hello,
I'm a bit rookie in the Power Automate. I have tried to look for the solution (maybe not hard enough?) how to merge 2 tables with one key column and return joined values into HTML. 

 

Top Left Table si list of Changes (key column is 'OnwerGroup').
Top Right table is list of Managers (key column is 'Group')

and the result later on printed into HTML (and send to people based on Manager) will be the middle in the bottom.
My struggle is to create html of that table from those two as I'm unable to "Vlookup" the value and add it to table via powerautomate.

I have searched several similar topics here, but still i don't understand the step by step.
