Flow Runs, but pictures fail to show on Word Template

I've been struggling with this and I think I finally got it where the Flow runs, it fills all the data i need in the template but the Pictures don't attach. Any Ideas thoughts on this one?

So From what I understand ( Correct me if i am wrong please):
Iniatlize variable
Parse Json for Image 1
Apply to Each
Get File content ( SharePoint since it's a group Form)
Append To Array Variable

The problem I see with this is I don't want attachments. I need the Image In line with the Word Template

The Main Problem I'm trying to Sort out is that the photos aren't showing up in the word document. I've followed all the instructions with the Compose and the base 64, got that not to error out, just getting the error now of Failed to display. The Images are stored on SharePoint where the form lives.
