Compare recuring time with time from Excel

I have excel file with TimeToRun column. Format is military time like 7,14,19

I created flow with recurrence to run every hour. Now I need to run my flow only when time is time to run from excel.

So, I think I need compare function, but don't know how to created one (still new user)

Something like this?
the variable is created as
int(formatDateTime(utcnow(), 'HH'))

You will need to bring your own timezone logic.
