I would recommend in your case to
Create a new Power Platform Support Ticket
to get more personalized help on your issue.
If you cannot perform the above steps, I recommend you ask your administrator to try the above steps.

Accessing your environment:
A. First go to the government equivalent of make.powerapps.com
For you it would be a different US Government URL as per this guide
B. From upper right make sure to select the correct environment.
@MI-Fay Try using one of the URL's on the right side of the above table such as https://make.gov.powerapps.us
