i cant even start powerapps web or desktop...

And the app powerapps on windows 10 mobile run in error when trying to update!!!
Thank you for reporting this issue. We've identified the issue and it will be fixed in the next release.

The fix should go in the next release, which usually happens every ~3 weeks.
If you try to open the web authoring (create.powerapps.com) on an incognito (Chrome) or In private (Edge) window in the browser, do you still see this error?
