Calendar creation timezone for middle Europe timezone

So basically what I am doing is the following: 

 

As soon as a MS Shift entry has been made, it checks if my userID is inside the collection of the userID collection of the Shift assigned person.  If the condition is true, it will create that shift as a calendar entry for outlook for myself.

 

Issue:

The only problem I have in the creation of calendar event are the time zones. So if I m from Germany then I get to choose UTC+01 Berlin. However the issue is here in Central Europe we have summer and winter times. If I set the timezone to UTC+01 then the calendar events are off by - 2 hours. (If shift entry is 08:00, calendar event shows 07:00 because of summertime, in the wintertime it would be correct)

 

How can I bypass this issue?

    Design your entire process to exclusively use UTC timestamps in the backend, and let the user's browser handle the conversions.
