Turn on Alerts in a 'create a folder' flow.

I have a power app set up that collects the project name as well as the user name and the type of project (type 1 or type 2) that will copy-paste the correct folder template and rename the folder.  This flow then sends an email to the user. 
 
After a ridiculous amount of trial and error for something so simple, it works great!
 
I would love to automatically enable on the 'alerts' (available on the folder level) for the user that requested the folder.  Is there a way to do this through power automate or power apps?
 
I don't see this 'alert' as a connector, so am looking for creative ideas!  I considered if a flow could trigger the creation of another flow - the second flow being one that would trigger email notifications to the 'user', but wasn't sure if that would work.
 
 
Of note: i'm in a controlled corporate environment, and can not add any 3rd party apps!

    Those are the classic Alert templates, which has been in SharePoint for ages. However, afaik I haven't seen documentation about REST API endpoints for this. 
     
    But based on the CSOM example it might be possible in a Send an HTTP request action:
