Change SharePoint Group Owner

Is it possible to change the SharePoint group owner? I have the following requirements:

Create new library when new list item is created
Remove inherited permission
Add permission group
Set permission to group
Add members to group
Change group owner

I've accomplished all except #6. I'm trying to follow this article but can't set the group owner. In the Body below, I added this line with another group name

"Owner":"Teamsite Owners"
