Monitor Sharepoint folder to see who has opened/downloaded file?

I have been trying to find a solution to this and my searches aren't getting me anywhere. 

We have Guest users within Teams who access their roster (pdf) from a sharepoint folder - I've set up a flow that monitors the sharepoint folder for file creation and then sends an adaptive card to the Guest User when their PDF is dropped in the folder. This all works fine.

I'd like to be notified WHEN they receive the message and access the file. I was trying to do this through the adaptive card, but it doesn't appear I can. 

Can anyone point me in the right direction?

    What do you exactly mean with 'WHEN they receive the message and access the file'?

    Do you mean when they click on any Acaptive Card button and sumbit a response, you do not find a way to give the control back to your Power Automate Flow so it can send a notification?

    If so, you should implement this approach instead
