Auditing user activity in Power Automate Desktop

I have a couple of questions regarding logging and saving the audit files locally or sending them to specific emails, and another for assigning access roles to users. Not sure if I labeled my question correct.

1- I know you can view audit logs for Power Automate online using the MS Compliance but what would be the alternative for PAD? I've seen I have to use the MS Dataverse audit logs but I'm not sure how to implement that.

2- How can I assign user privileges per flow? You can make another user an owner of a flow, but how can I give certain users only read access to the flows, or only run access for example? For both PAD and Power Automate online.

Thanks.
