We want to know if with the Microsoft 365 license (3) we can create an approval flow which aims to receive around 4000 requests over the course of several days. The flow is an approval flow with 27 actions depending the input.

As searched, the request limit for Microsoft 365 license (3) is 6k/user per 24h:
And if the flow is Automated flow which runs on owner's plan , so in my thought it will calculate the request to the owner. And each action will send one request, for example , if your flow has 27actions. Your flow can be triggered
6000/27 = 222 time per 24hours.
