We want to create a workflow which use this Premium action :-
The workflow will run as an automated flow when a SharePoint custom list item is created >> where the workflow will create a document based on a template.
Now the creator of the workflow already have a Premium license, but the users who will add the SharePoint custom list item and use the generated documents do not have premium license, so does this violates Microsoft licensing and can be considered as multiplexing?

Yes, as per Microsoft's definition, you are trying to work around the licensing rules
Multiplexing refers to the use of hardware or software that a customer uses to pool connections, reroute information, or reduce the number of devices or users that directly access or use the [X] service. Multiplexing does NOT reduce the number of subscription licenses of any type required to access the [X] service. Any user or device that accesses the [X] service – whether directly or indirectly – must be properly licensed.”
Can you not achieve document creation using Quick parts?

@SudeepGhatakNZ quick parts does not allow passing images this is why i need to use the word online premium connctor
