Hello,>I've created a list with a required field 'owner'

How to sync it?

I just did a quick test and found that when I closed the Flow and then reopened it in edit mode that the "Required" property of the column was refreshed.
What type of column is your "Owner" column?

Do you mean that you have created a flow to create/update an item in a SharePoint list with a required field, then you removed the requirement for that field and you want it to be synced to flow either?
Just try to refresh the flow, then you will find out that the requirement of the field removed.
