Approval History for All Users

We have a flow that will be sending approval requests to different users depending on the author of the document and related metadata. I'd like to be able to report on the approval histories, to satisfy audit requests and findings. Is anyone familiar with a means of reporting on approval histories for all users across a tenant?

I cannot use the Flow history, as it expires after 60 days. I'd prefer to steer clear of creating an additional list to log all approval entries into, but if that is what must be done then so be it.

If you don't want to use the History and you don't want to create a seperate log then I think you will have to build your report against the Approvals entity in CDS.  I'm not sure if the retention on those records is longer than 90 days, but I think they are maintained until someone cleans them up.  But that is an assumption that should be verified.

I wouldn't be opposed to using History, but haven't been able to find a way to have the UI display Approvals across the tenant - only user specific approvals.

Will take a look at the CDS retention period to see if that will meet the need.

I'm pretty positive that the History is actually pulling from the CDS anyway.  And I agree its not as useful as it could be.  Only issue I see with using CDS is whether the retention of data is what you need and the fact that it requires Premium licensing.
