Generic Error - Something Went Wrong

When trying to import a flow from another environment I get a generic "Something went wrong. Please try again later":
 
 
I am the owner of the flow and it exported fine, the Import Setup was set to "Create as New". I also created the Sandbox environment I am moving it to so have admin control over that. 
 
What reason would I not be able to import this file? How can I diagnose the error? 
 
To note, I have tried changing the name, exporting other flows and apps in PowerApps all with the same result.

    Hi,
     
    In my experiences, this is temporary in nature and will likely go away for another attempt.  Please try closing the browser and reimporting - normally works.

    A lot of times this may be transient, but it can also mean dependencies are missing or incorrect (and yes the error should be better)
     
    So how did you "export" just your flow?
     
    Are you sure that isn't a Solution, and you should be using the Solution (since I see its a zip and not an msapp) Import process?
