Is there a way to buy/add a licence Office 365 automaticlly after it been created ?

If you can do group based user licensing, then you can do this by assigning the user to a group with group-level licenses assigned. I'm not sure off hand if that allows buying licenses, but if licenses are available, it will assign them.
