On Call SMS Flow

We have a team of about 10 people who rotate the on call responsibilities weekly. 1 Person is on call per week. We received after hour emails and I would like to build a flow that triggers when those after hours emails are received and to send a SMS to the person who is on call for the weekend. I can get the trigger action of when email is received, but I cannot figure out how to query for the person who is on call and their cell number so that I can use that to send the SMS. I am using Twilio to send the SMS. Any ideas on how I could get the on call persons cell phone number in here?

Select * people from Unnamed Source, where Crystal Ball knows all.

Should have no problem, now.

My source would be a Excel sheet stored on OneDrive, the data within that sheet is coming from a MS Form that collects On call persons name, Cell phone number and a start and end date of when they are on call.
