Flow needs the ability to trigger based off a Release in a Github repo. By doing this, we can alert/trigger downstream processes that new binaries are available and take action.

Thanks for the idea.
Microsoft Flow currently is not able to get the release notification directly, but you may consider create a RSS feed (using RSS feed is available in Microsoft Flow), and then take use of that to monitor the release.
