As you can see in that post here, a newly added user will need some time to be synced to gain access to the bot.

If the issue persists, you can try to sign out and sign in again.
If the issue persists yet, you can raise a ticket into the Microsoft support team: https://powervirtualagents.microsoft.com/en-us/support
@renatoromao so the message occurred in a group chat. I dont even see who invoked it and i dont see anyone newly added to that chat
It's not possible to add into a group chat yet.

@renatoromao i was able to push it to public chat channels within our organization. and others are able to talk to it...
