When I go to export my Flow template, I am getting this blacked out screen which will not allow me to edit. Any one else having this issue or know of a solution? I have tried enabling/disabling my Flow template. Exporting as a Logic App .json file works fine and I have tested my Flow template successfully with no errors. I have two Flow templates, neither are able to export.
I have been using Chrome. But this morning after not being able to export a few days ago, I was able to export! This isn't a solution because I didn't make any changes to the Flow, used the same browser, and logged in as the same user. Not sure what happened to make it work.
Have you tried using Chrome as your browser to do this? For some reason weird things happen in Flow when using IE.

Regarding your message... I am trying to export my flow as a package and was unable to fill out the page in your screenshot because it was blacked out and completely uneditable (see my original screenshot). So this blacked out screen happens immediately navigating to this page, not after pressing export.
I added a coworker to the flow I created and he was able to export as a Package with no problem! We have the same Office 365 subscription (E3 level) and he made no changes to the flow.

Did you mean that you cannot export your flow as Package? Have you filled the below page before exporting?
I just tested with my flow and all can export correctly.
Please check below documentation especially about the Resources that are not supported and the Known Limitation part.
