If you really need to use local login, there is a Site Settings that you can set the policy:
Authentication/UserManager/PasswordValidator/EnforcePasswordPolicy

@OliverRodrigues thanks, it works for me. I couldn't find this site setting, so create it as Authentication/UserManager/PasswordValidator/EnforcePasswordPolicy and set its value to True
no worries, if you see a Site Setting or a Content Snippet missing, you can just create it manually
I call them the "hidden" settings/snippets
