Here's what I'm looking for:

When an excel file is posted to a OneDrive
A new SP list is created
1. It would be nice to have the old list be posted to an archived sharepoint list
Once the new list is created, an approval is automatically generated where it emails a filtered list to the respective individuals in an html table format within the email.
1. We have program managers that manager different programs. I want the list to filter down and send their programs to a specified program manager.
Nice to have: Once an approval is approved/rejected, it will post to another sharepoint list

If you want to create a sharepoint list,I afraid that there is no way to achieve your needs in Microsoft Flow currently.
