Hi,
I use the online, free version of Flow, and do not have PowerApps. Does this explain why I don't have a Solutions tab, or is this a bug? Solutions would make my life so much easier.

You are right and must have the following components to create solutions, and solution-aware flows:
https://docs.microsoft.com/en-us/flow/overview-solution-flows
So this is not a bug, you need to meet the above conditions to display the Solutions tab.
