Notify a single user in Teams when a Microsoft Form response is submitted

I would like to send a notification in teams to a specific user to be notified in Teams when a response is submitted in Microsoft forms. I have used the workbot to send notifications to Teams Chats, but I don't want to send it to an existing chat, I want it to notify a specific user.

    Post a message in a Teams group chat as the Flow bot
     
    Section: Post a message as the Flow bot directly to a user
