licensing when calling premium connectors of Power Automate directly from Power Apps

I heard that if you subscribe to Power Automate Premium and create flows using premium connectors (such as the HTTP connector) in Power Automate, and then directly link and use those flows from Power Apps, a paid license for using premium connectors (such as the HTTP connector) is also required for Power Apps itself. Is it true that Microsoft announced this change? If there is any press release or official announcement, could someone please provide it?
