I have data in a Common Data Service database and I would like to allow users to create new records and modify their own records but not maintain records created by others. Is there documentation or examples of how to created an app that would allow user and admin roles?

So far, in PowerApps, you can manage how users share an app and the permission with the shared app. Also you can restrict the app resources that users can use. About the CDS, you can use User roles and Permission sets to configure security on your database. But I think in the same entity, different users that have the same permission will all share the same records and cannot seperate them. Each user has use a different entity if you do not want them to share each others' data.
