Problem transferring a power apps solution to another tenant

Hi,
 
who can help me:
 
I created my first app in power apps for a customer. The app uses dataverse.
I have created a solution (with the app and the dataverse tables) in my tenant. I have a premium license for this.
 
I exported the solution and gave it to the administrator of the customer tenant. He wanted to import the solution in the default environment of the customer tenant. So far the customer don't uses power apps.
 
For the use of my app the customer bought 3 per app licenses, which he assigned to the default environment. So the administrator has no licence for himself but he has the role "system administrator" and "environment maker".
 
He wanted to import the solution into the default environment of his tenant, but the following error message appeared:
“The current user with id ....... cannot import a solution because their Access mode is Admin/Setup or they are unlicensed.”
 
What exactly is the problem?

    Hey you need a user that has the appropriat elicense, rights and acces mode. you can set the rights and Acces mode in the Power platfrom Admin Center.
     
    Therefor you need to go into environments (Select the default environment) Settings-> User+Permissions-> User (Select the User)
     
    The Administration needs to be set to Read-Write. 
     
    Please test if this works otherwise he'll need a license. 

    Are the license already connected to users or are they Per app licenses that get only conected to environments?

    The system administrator does not actually have a read/write role!
     
    But if the system administrator wants to change this for himself, the next problem arises:
    You can not change your own access mode. Contact another System Administrator. 
     
    The admin then created a second role and received the following message:
    You need to have system administrator role and access mode Full to change access mode of a user.
     
    Do you know, how to solve this?

    Hey the first system Administrator would need to add another user and make him system Administrator as well and mode read.
    The second one can then change the acces mode of the first one.
