Flow sending multiple emails

I've read a few blog post with slightly the same issue I am having but none that are helping prevent this roadblock. 
 
I created a manual flow, to send a "Welcome" email to new technicians depending on what process they will be learning for classroom training. I changed my excel sheet to have "Technician email", "Technician Type", "Department Email", and "Distribution Email". Last two columns hold distro's which I plan to place that in the "CC" portion of my send email. 
 
The roadblock I am encountering is my distro's are receiving multiple emails per each technician that is listed. Ex: If I have 4 technicians the flow is mapping individually for all 4 for my distro's. Hopefully I have not lost you but I can I prevent that from happening. What do I need to change in my flow? Should I add a "Filter Query"?

    Is there a finite number of known distrobution email?
     
    if so, then you don't need loop.
     
    flow logic:
    • initialize array variable for all distro email: ["distro1@you.com","distro2@you.com","distro3@you.com"]
    • list rows present in a table
    • Apply to each loop for array of distro email
      • filter array distribution email = distro email item in array
      • condition length(filter array) > 0
        • if yes
          • Select action on Technician Email (this will give you an array of only technician email)
          • send email
            • TO: join(body('Select'), '; ')
              use join() expression to join the array of technician email with a semi-colon and space
            • CC: distro email item in array
