I've created a Power Automate flow that creates Product Backlog Items (PBIs) in Azure DevOps.  Via the flow, I can add text for the Description section of the PBI, and I'm also able to mention users as highlighted below.
 
What I haven't figured out is how to have ADO send the email to the mentioned user(s).
 
Does anyone know if this can be done, and if so, how?

    Hi,
     
    Based on the documentation about @mentions. The mentioned user or group receives an email notification about your comment.
     
    "The @mention control allows you to quickly add a user or group to a work item or pull request discussion. Using the people picker within the @mention control, you can select a project member or group from the search list. The mentioned user or group receives an email notification about your comment."
