MS Forms - automatic email/notification to the Form author

Hello everyone, I am looking for suggestions regarding the following situation.

Background info:

It happens that the forms created via MS Forms cover a business critical process, or it's required to keep the Form itself functional, but also to keep the collected data for a longer period of time, usually longer than the normal life-cycle of the Form's author.

When employees leave, it happens that the user does not transfer the ownership of the Form to the group/MS Teams Team, and the Administrator must restore and move the Form and collected data.

We have a KB/Announcement posted on the intranet with the recommendation that such sensitive Forms should be created in Teams, but such recommendation is not always followed.

Request:

Is there any option to prompt/inform/remind/send an email to the user with such requirement in the following situation?

Desired scenario would be:

If the user specifically logs into the Microsoft Forms portal, display the notification/pop up window/prompt with guidance or automatically send an email with such information to this user?

Is this something that could be done in Power Automate?

The below is what came to my mind:

-Using Sing-in logs/Audit logs as the trigger? Job checking such login etc.

-Something build in Power Automate but struggling with the logic/triggers.

-Azure Logic Apps?

-Anything built in within O/M365 that I'm missing?

Many thanks for any ideas/suggestions.
