What drives when dynamic content is visible or not visible

Good morning to all the smart people out there.
 
I have an SQL query that I am running in an 'Execute a SQL query (V2)' action (Bad grammar in its name not withstanding). This SQL produces two tables of information. Sometimes I can get to those individual tables as dynamic content. Other times...I can't.
 
If it works, meaning it produces dynamic content for other actions, it works all the time. If it does not work, it's consistent.
 
What are the driving factors around why it works sometimes and not others?
 
Is scope a factor? Can this action be in an 'Apply to all' action and still supply dynamic content both inside and outside the 'Apply to all'?
 
Is there a formula for when it works?

    Actions like this done inside an Apply to Each won't be available outside the Loop without doing something like adding each table to a separate array variable.  Other things that can affect the visibility of dynamic content is filtering that is done by data type.  For example, if the field you are filling in is a Date it won't show you dynamic content fields that are an Integer data type.
     
    But in general, within the loop any query that actually returns two tables of information should be available inside the query.  You may need to run a Parse JSON on the results to make individual fields available.  When an array or an array of arrays is returned this can often be an issue.
