PowerApps are not currently available from a SharePoint list in the Government Community Cloud. It is available by going to the URL for PowerApps however the app that is created is not dynamically created with the SharePoint list meaning it has a separate set of permissions. We have many InfoPath forms that would need to be converted to PowerApps however we can't manage two sets of permissions for this many custom forms.

@RezaDorrani I appreciate the response and do understand that the app would respect the permissions on the list but a workaround will only serve to lengthen the time to do it properly.
Our Microsoft rep had a workshop yesterday and mentioned how "users willl find a way", meaning if we don't give them access to tools such as OneDrive then they will find an easier route to get done what they need to get done (G Drive, DropBox, etc). My state agency has so many custom forms in InfoPath that managing the security groups will likely be a hard "no" from IT. Our "path of least resistance" may be to look outside of Office 365 for a larger part of our business needs.
We were also told today that this would in fact not be coming to the GCC unless there were enough voices requesting it. I don't see a uservoice community for PowerApps so is this the best we have?

There is no timeline defined for this
However, if you create a PowerApp based on a SharePoint list it would respect the permissions on the SP list
The only challenge here is you would need to share the app with the users who intend to use the App
You can create a security group and share the app with the group
