I'm looking to determine if Flow will do the following task. I need to keep track of the amount of printer ink is being used throughout the company. We currently use a sign-out sheet for the three locations. There is a three month time frame between issuing cartridges. I'm looking at for a way to track the ink requests, check to ensure that they are outside the 3 months threshold. Alsoto track for re-ordering. Isthis asking too much from Flow?

You can definitely do this using flow. Now you need to store all the data somewhere and you could do that easily by creating columns on Excel or a SharePoint List.
We can use approvals for your use case and that will help in automating the entire scenario (if any manual approvals are needed).
If you go the SharePoint list way, you can use the When an Item is Created trigger (to trigger the flow when a new request is made for the cartridge) -> Now this SP list should have the title, and the approver name who will approve the request. ->
to remove the approval process and directly approve if the 3 month criteria is met, -> The next action will be to check the created time with current time and determine the three month match and if it is satisfied, approve the request else reject and update the sharepoint column accordingly -> send an email to relevant stakeholders.
If approval is needed from a manager then use the start and wait for an approval action to send the request to the manager (the manager can approve or reject from the email itself and add comments too if you are using Outlook in the organization).
Based on the above steps the scenario can be built by refining the flow and customzing the actions.
