Email at specified timestamp

I have a sharepoint list with a column that is timestamped with a future time normally an hour or two ahead of current time using the add to time function and the utcnow() formula. I need to email someone at that timestamp. Can someone help build a flow to read that time and email when that time is equal to current time.
