I have created a workflow to check two lists and if discrepancies are found to enter the values on a third list. The workflow does not have errors, but something is wrong as I made changes to both lists and still is not populating the third list.

A Power Automate flow can only have one trigger. If you need the same action based on changes in multiple lists, you'll need two separate flows, each with a different trigger.
    1. Add your trigger
    2. Get items from another list
    3. Check if the item exists in another list, if not
    4. Create item in Third list.
