Unable to share customized list due to not lack of permisions

I made a customized list, the first users on the team site was able to use the customized list with no problem, but when we invited the rest of the team, new user are unable to use the list, they get "getting your data...." error when loading the form. 

 

When i try to share the "powerapp" with user in my org. i get an error: No permission to the 'SharepointFormApp' application that has ID = '64544cbf-48cb-4d83-ab2a-faa430d181bf'.

 

Is it supposed to be like this?

    If you created a PowerApps custom form from a SharePoint list then you don't share the app with users. The PowerApps custom form uses the permissions on the list. Are all your users internal and have a PowerApps license?
