PowerPoint now has Power BI Add-In functionality, allowing you to embed a report page into a slide and interact with it as you would be able to do in the Power BI Web Service. The Power BI connector in Power Automate support exporting to file, one of the options is export to .PPTX, but it creates an image of the report page with a hyperlink to the report itself.

Is it possible to use Power Automate to create a PowerPoint with the Power BI Add-In functionality? Either with the Power BI connector or otherwise.

Currently, it is not possible to use Power Automate to create a PowerPoint presentation with the interactive Power BI Add-In functionality embedded directly in the slides.
