Encodian Convert Excel - Flow says success, but my file is no-where to be found.

I am trying to take a CSV email and create and save it as an Excel document. What am I missing here? I don't see a reason to compose if I can use "Attachments Content" as the "File Content" -- 

 

Flows says it is successful but file does not exist.
