Ah yes seems like Low performance profiles(free plan) have only ability to loop 5,000 times in apply to each. I haven't worked with free licenses much so I didn't realize there is a limit to that.

Its not timing out though but just has limit to that loop. So yes you need to build logic that splits the csv file if its over 5000 rows.

This blog post should help with that:

When you have the data in an array like so:

Then with Do until loop you can create a file from every 5000 rows:

The flow is not actually timing out only the testing/monitoring view is (after you have pressed "Test" or are inside active flow run). If you have a flow that takes more than 10 minutes then the old designer will that "Flow run timed out" error even though the flow is actually still running or might have finished successfully.

So this happens when flow takes more time 10 minutes:

But if you go back to the flows details view and look at the run history its still running. And if you open that flow run again then you see its still running (and if it takes again more than 10 minutes you get that "error" but its not error on the flow but just on the testing view)

The new designer will not give that error but it will also timeout and not update the test view on the flow after 10 minutes unless you refresh the page.

You will need to share a screen shot of how your flow is configured and specifically show the action that is timing out and how it is configured. Also share a screen shot of the flow run and the action that timed out along with the actual error message. The error message will often provide a clue as to the issue.
