Approval only via email

OK .. so I have simple approval flow .. using "Start and Wait on Approval"... here is the problem.

When a user gets the approval email two different behaviors are seen depending on if a user has a Flow license or not.

1) Has Flow License: User hits approve/reject ... PowerAutomate dashboard launches

2) Does Not Have a Flow License: ... Simple approve in e-mail works (no dashboard)

Does anyone know of a way to NOT launch the PowerAutomate Dashboard?

OK .. I have figured out a workaround .. sort of.

Instead of using the Approval object I can use the send email with options of outlook. I t has some limitations on control and metadata but I think it works better than popping up the PowerAutomate dashboard.

At least now I can have a more unified user experience.
