Can we build a Power App & Power automate flow which allow managers to manage the users who report to them + update the users azure ad info suhc as picture, telephone.etc.

I want to start a new project with the following requirements, but i am not sure if Power Apps & Power automate support such requirements, or it will be a lot of work, i am trading off between building this using Power Apps & Power automate OR using Asp.net web application.

1) Managers login to the application >> view all the users which are reporting to them + the users report to another Manager.

2) the Manager can transfer a user to different manager OR the manager can ask another manager to approval moving a user to a new manager >> if the request is approved the user will get transferred to new manager.

3) users can access the application >> upload their azure AD picture >> check if the picture meet the standards size & type >>then their manager can approve/reject the picture >> incase of approval >> the picture will get uploaded.
