Your flow was turned off ... because it was consuming more data than expected

I got the following error today on a flow we recently activated. This is our first project on the Power Platform so we may not understand how things work in detail.
 
 
Clicking 'Learn more' brings me to a long and complicated document of various limits.
 
This is my license (checked on the user which runs the flow)
 
Two questions:
  1. Given the document at 'Learn more' discusses various limits from flow definition to duration, to gateway limits, to throughput etc. how can I check what license(s) we need
  2. Once we know the appropriate license how do we go about buying this license(s)

    If you're asking the question on where to purchase the Power Automate licenses from, you probably don't have access to do this. You should contact your IT department as they would be purchased from the same place you purchase your other Microsoft 365 licenses. At my company, regular users would submit a request for this through our IT service portal so it can first be approved by their manager. You can also refer to the attached licensing guide.

    Your licenses except for the top one are useless. They are not for anything other than temporary Dev work, not for production or even test.
     
    Your office one is also limited, but not useless.
     
    However, that by itself is not the issue. You would need to share the flow and explain what it is doing.
    The error means that you are performing too many Actions too quickly. Could be a bug in how you wrote it with loops or other reasons but no matter what license you have that error will happen if you are consuming too much too quickly.
